Will Congress ever upgrade the fuel-efficiency rules?

A key auto industry group approved a House proposal to arouse standards of gas mileage for new passenger vehicles by 2022 to at least 32 miles per gallon. They say it is more sensible approach than a Senate plan which was approved a month ago.
